INCIDENTS OF COLLAPSED BUILDINGS: PREVENTIVE/CURATIVE MINDSET AS PANACEA?



In 2022 alone 62 incidents of collapsed buildings 

occured in Nigeria. Towards the end of 2023 more than 

half of 2022 figure had occurred; raisins the question

whether measures are in place to abate the occurrences. 

Of course we'll know it's both national as well as states

issues. 


Let me start from acknowledgement of the

establishments of Building Code Advisory Committee

(BCAC) and Building Collapse Prevention Guild and the

mischief of their establishments. 

If the provisions of the National Building Code are

observed to the letter why do we have rampant incidence

of building collapses and defective structures leading to

accidents? Apart from security threats, loss of lives and

properties arising from these avoidable incidents it has

raised questions about the efficiency and capability of

professionals and government agencies responsible for

enforcing the provisions of the relevant laws.

These days it seems to me that we need to move fast 

with updates and amendment of our laws. The building

code was established long before digitalization, therefore

 it would not be out of place to ask for requirement

digitalized construction of structures to tally with global

standards.

There seem to be lapses along the line of all agencies

responsible for enforcement. We have to start from

creating awareness of the law sine Nigeria is largely rural

in construction compared to advanced countries. The

awareness is also necessary for those who apply and

enforce the laws.  For instance those who issue

approvals for buildings and constructions going on in the

communities should be held responsible in tort.


Many professionals are involved in the building and

 construction industry and it would be unfair to single out

 one professional for blame.  However, it amounts to

 criminal silence on the part of Quantity Surveyors and

 Construction and Cost Management professionals not to

 whistle-blow or report when buildings are being set up

 without proper compliance with relevant laws,

 specifications and approvals leading to their collapses.

Within six weeks into 2024 there have been several

incidents of collapse of defective structures arising from

fire or poorly constructed structures in Abia State.

The government should tackle the menace headlong.

THE POWER OF GEOMETRICS


The idea of "Integrated Power Project" IPP for ABA at a time Nigeria was crippled by NEPA failure, is unique and should be applauded.

The Electricity Acts of 2005 and 2023 put together so far, failed to achieve what they were intended to do; making the applause for Geometrics reluctant to quench.

Obviously these discos least expect to cooperate to promote "private alternatives" that would render their services unprofitable. For instance how did they respond to using their structures like distribution channels by consumers? 

This may not be understandable until you go through the Act and BPE (Bureau of Public Enterprises).

By way of suggestions the least to be expected is the possibility of the Discos entering into inter-Discos collaboration MOU and with alternative power providers to use existing structures, conduits, channels etc exchange power supply. But it would asking for too much to expect the Discos to perform like Geometrics.


I'm aware that part of the Act provided subsidized electricity for rural communities. That suggests that if the communities are making efforts on their own, the Government being a stakeholder and defender of rural communities would ensure that such efforts are not frustrated.

 How the Government plans to tackle power supply in Nigeria remains a conundrum unless they borrow a leaf from Geometrics. The implications are far-reaching because the Transmission Companies have to should be thinking outside the boxes. There're now numerous sources of generating energy.

How do we even address the dimensions of gas being a component of power generation in a country that flares gas?The minister's response often is that of shortage of gas which is a critical component of power supply.

Why can't we make gas supply as a separate commodity abundant, rather than flare it. At least this could stop the embarrassment the frequent collapse of national grid. I doubt if common ideas like this are directed to right and relevant destinations. If they don't as I suspect, the "Geometrics" out there know what to do with them.

NIGERIA'S WORSENING SOCIAL MALADY AND UNDERNOURISHMENT


I wonder how many people in Nigeria wake up and desire to listen to the news or newspaper headlines. Okay, someone says how can you avoid sources like that which announce weather, traffic, crime and terror flashpoints.

But the fact is that the safety and health notifications are now the most important news items.  Some of these probably sponsored by government agencies or corporate Institutions are largely because the governments' duty to provide security and welfare are crumbling from the federal to local level.

The rest of the news items would be dominated by the suffering of the masses. Soaring cost of basic necessities, school fees, transport etc , protests in Niger,  Kano and Delta. 

Apparently government indicated preparedness in the reduction of cost of Gas, instead increase occurred. And what do you hear now? That they're considering removal of electricity subsidy.

During Sam Amadi's Nigeria Electricity Regulatory Commission (NERC) administration, I'm aware that part of the Act provided subsidized electricity for rural communities. That suggests that if the communities are making efforts on their own, the government being a stakeholder and defender of rural communities would ensure that such efforts are not frustrated.  

The world's is watching as Nigeria drops to low level in human development. "Nigeria's Human Development Index (HDI) value is at 0.539 and ranked at #161 of 189 countries in the world."  "Nigeria's life expectancy is 54 years (compared to a global average of 73)." 

Social Progress Indices of a country are based on certain critical aspects of human existence like their well being basic needs and drive for opportunities. Without these rudimentary environment restiveness, dispair would set in.

Between 1990 and 2015 halve of the globe lived under $1.25 per day.  During this period more than 90 million children were undernourished. That questioned United Nations (UN)'s Target 3 to eradicate hunger? Is Nigeria's Indices not showing how precarious the masses are with daily hues and cries?

During same period, 1990 and 2015 the UN's target 2 was to provide full and productive employment whereas 300 million workers were living below $1.25 per day.  Extrapolate these analysis to 2024, specifically to Nigeria. What do you see? Scary, isn't it?

The only word for those who find Nigeria's environment indescribable is #resilience.

QUINTESSENTIAL NATURE OF COMMUNICATIONS AS BRIDGE BETWEEN LEADERS AND FOLLOWERS
